Professional Bio




Judith Hellerstein is the President of Hellerstein & Associates a telecommunications and technology research group specializing in ICT regulatory reform, regulatory capacity building, e-government assessment, and regulatory impact analysis of the communications marketplace.

Ms. Hellerstein has over eighteen years experience in ICT, re-engineering, and in business and competitive analysis in the telecom and technology market having worked on several high profile projects while she was at the Office of the Vice President of the United States, the International Bureau of the Federal Communications Commission, and at MCI Communications. She advises private sector companies, Governments and multilateral organizations on telecom, e-Government, E-commerce and regulatory projects involving technology. Ms. Hellerstein has written extensively on telecommunications, competition policy, broadband access, and next generataion technology strategies both for clients and for trade and academic journals and has provided consulting services to law firms and investment houses.

As an international consultant, Ms. Hellerstein has vast experience with developing countries and with post-conflict countries. She has worked on several rural connectivity projects, ICT liberalization projects, e-government assessments, and participated and/or organized in workshops on competition policy, liberalization, convergence, the impact of disruptive technologies, and broadband policy issues for regulators in the US, Africa, and Latin America.

Currently she is assisting the Government of Burkina Faso on regulatory policy for a National ICT Backbone project funded by US TDA. Her firm, Hellerstein & Associates, is leading a World Bank funded project to assess and evaluate the effectiveness of multi-sector regulatory agencies in five West African countries against a set of indicators related to (universal) access, quality of service, and sector growth.

Ms. Hellerstein has been actively involved in project generation and in planning for Africa, Europe, Central Asia, the Caribbean, North American, and Southern and Central American Markets. Her experience spans from working with the City of New York and the Office of the Vice President of the United States of America on performance measurement and benchmarking, to the U.S. Federal Communications Commission (FCC) as well as international organizations. Ms. Hellerstein founded Hellerstein & Associates in 1997 as an international consulting firm primarily focusing on emerging markets and developing countries.

Judith Hellerstein has a Masters in Public Administration from the Columbia University's School of International and Public Affairs in New York City where she focused on International Development was awarded the prestigious Public Fellowship Award. Ms. Hellerstein has published many papers relating to public policy in the IT and telecommunications market.
